The next time band of heavily populated geocosmic signatures will start September 16 and last through October 7. 1 Dead in Explosion at French Nuclear Plan PARIS – One person died and another was seriously injured in an explosion Monday in a site that treats nuclear waste in southern France, the country's nuclear safety body said, adding that no radioactive leaks have been detected.
The Nuclear Safety Authority said three other people suffered lesser injuries in the blast at an oven in the Centraco nuclear site.
The Centraco site is located next to another nuclear site, Marcoule, located in Languedoc-Roussillon, in southern France, near the Mediterranean Sea.
"According to initial information, the explosion happened in an oven used to melt radioactive metallic waste of little and very little radioactivity," the agency said in a statement.
Officials from France's EDF power company, whose subsidiary operates Centraco, stressed that there was no nuclear reactor on the site and that no waste treated at the site of the explosion came from a reactor.

Giant Blackout Hits County, Extends to Arizona, Orange County and Tijuana SAN DIEGO -- A major power outage hit San Diego County, Imperial County and parts of Orange County Thursday, leaving residents throughout the region without power.
The outage knocked out power at the Fox 5 studios at about 3:40 p.m.
San Diego Gas and Electric officials were scrambling to find out the cause of the outage. They said they would have a news conference when they have more information. The utility used Twitter to send the following message: "We understand power is out, we are working on the cause and solution. We do not have a restoration time yet"
The San Diego County Sheriff's Department confirmed that it's substations all over the county were without power. In addition, viewers from Chula Vista in the south to Oceanside in the north and as far east as Alpine called Fox 5 to report they were without power.

At least 45 dead as plane carrying Russian ice hockey team crashes At least 45 people died on Wednesday afternoon when a plane carrying the Lokomotiv Yaroslavl ice hockey team crashed during take-off near Yaroslavl, some 250 km from Moscow, emergencies officials said.
Two people survived the crash, investigators said. The cause of the accident has not yet been established.
Eight members of the crew were among the dead.
The Yak-42 plane was carrying the team to Minsk, the Belarusian capital, for the start of the new Kontinental Hockey League (KHL). The side is coached by Canadian Brad McCrimmon, a former Detroit Red Wings assistant.
The plane crashed at 4:00 p.m. Moscow time (noon GMT), falling straight to earth after take-off and bursting into flames. Witnesses spoke of hearing two "loud bangs" before the accident.

Carson City IHOP Shooting: Gunman named; four dead, eight wounded Update 3:00 p.m.: There are now four people reported dead from the shooting this morning. Two victims were uniformed National Guardsmen. One of the dead is the shooter, who killed himself. The other deceased victim was a civilian female. Eight more persons were wounded, including three more National Guardsmen.
Shooter's name is Eduardo Sencion, of Carson City.
2 p.m. update
Four people are dead, including the gunman who shot himself and died later at the hospital. Two of the dead where a man and women in the National Guard, who were in uniform.
A few minutes before 9 a.m., a lone gunman armed with automatic AK-47-type assault rifle drives up to the IHOP on South Carson Street, and begins shooting in the parking lot. Locals BBQ owner Ralph Swagler said he saw the man drive up, and then empty a clip of ammo outside the IHOP, then reloads and goes inside, where he fires more shots very rapidly and exits within a few seconds.
Swagler said the gunman then saw his son locking the door of their business and opened fire at them. He also allegedly fired shots at the H&R Block office next door. Sometime after, the gunman shot himself, and died later at the hospital.

EPA Declares Hay a Pollutant in Effort to Antagonize Small and Mid-Sized U.S. Cattle Feeders September 1, 2011 Billings, Mont. – During his presentation on the status of the nation’s new country-of-origin labeling (COOL) law, and on behalf of the R-CALF USA COOL Committee, R-CALF USA member and Kansas cattle feeder Mike Callicrate was asked a non-COOL question that set convention goers on their heels during the 12th Annual R-CALF USA Convention held August 26-27 in Rapid City, S.D.
“Has the Environmental Protection Agency declared hay a pollutant?” an audience member asked. Callicrate responded affirmatively and explained that the Environmental Protection Agency (EPA) recently initiated a formal enforcement action against his Kansas feedlot for, among other things, failure to store his hay in a pollution containment zone. “Now that EPA has declared hay a pollutant, every farmer and rancher that stores hay, or that leaves a broken hay bale in the field is potentially violating EPA rules and subject to an EPA enforcement action,” Callicrate said. “How far are we going to let this agency go before we stand up and do something about it?”
Callicrate is permitted to handle 12,000 cattle at a time in his feedlot, which is considered a small to mid-sized feedlot in an industry now dominated by mega-feedlots such as those owned by the world’s largest beef packer – JBS-Brazil – with a one-time capacity of over 900,000 cattle; or the other mega-feedlot that also feeds hundreds of thousands of cattle at a time and is owned by the nation’s second-largest beef packer - Cargill; or the other handful of mega feedlots with capacities of hundreds of thousands of cattle such as those owned by Cactus Feeders, Inc. and Friona Industries.
In comments submitted to the U.S. Department of Justice, R-CALF USA estimated the above named mega-feedlots feed 18 percent of the nation’s fed cattle each year while one-fourth of the nation’s cattle are fed in feedlots with a one time capacity of 50,000 head or more. The largest of feedlots are getting larger and Callicrate’s feedlot is among the group of small to mid-sized feedlots that are being pressured to exit the industry so beef packers and corporate feedlot owners can increase their respective capacities. Data from the U.S. Department of Agriculture (USDA) show that 45 feedlots with one-time capacities of between 1,000 or more cattle but less than 16,000 cattle have exited the industry from 2008 to 2010.

China: Mysterious Fish Kills Strike Fujian Xiamen - Fish farms along the Minjiang River in the Shuikou Township section of East China's Fujian province have been hit by a wave of fish kills in recent days, but the cause has yet to be determined, local authorities said on Sunday.
Some 9,000 tanks of fish, including about 8,000 in Shuikou town and some 1,000 in Huangtian town, were reported dead as of Saturday, according to a release from the government of Gutian county, which administers the two townships.
One tank usually holds 3,500 to 5,000 fish.
"We're calculating the number of the dead fish and economic losses," said Zeng Lisheng, a Gutian publicity officer.
The river's Shuikou section is Fujian's largest freshwater fish cultivation base, and it provides local markets with about 100,000 kilograms of fish a day during harvest seasons.

The party may have been premature.
After the 20-foot (6.1-meter) saltwater crocodile was caught over the weekend, authorities said Tuesday an even bigger killer crocodile may lurk in creeks of the remote southern region.
The crocodile — weighing 2,370 pounds (1,075 kilograms) and estimated to be at least 50 years old — is the biggest caught alive in the Philippines in recent years. Wildlife officials were trying to confirm whether it was the largest such catch in the world, said Theresa Mundita Lim of the government's Protected Areas and Wildlife Bureau.
It was captured alive after a three-week hunt in Bunawan township in Agusan del Sur province, where villagers have been terrified. A child was killed two years ago in the township by a crocodile that was not caught, and a croc is suspected of killing a fisherman missing since July. Huge 'New Zealand swell' hitting California Massive waves slamming into California's coast - killing at least one person and causing millions of dollars in damage - are being labelled the "New Zealand surf" because of where they are coming from.
In a rare event, a big weather system between New Zealand and Antarctica has generated a heavy Pacific wide swell, bringing the waves to California.
Sean Collins, chief forecaster and president of Surfline, told news website Patch.com he warned Californian authorities over the swell.
"Extra caution is urged to keep the public aware and safe from these large waves and associated rip currents."
He said it was one of the biggest swells to hit with some waves coming ashore at six to seven metres.
Collins said southern hemisphere storms routinely produced waves in California, but this latest one was in the top 10 percent of known waves.

TRIPOLI, Libya — The Bush administrations sent terror suspects to Libya for interrogation, despite that country's reputation for torture, according to documents found in the abandoned office of Libya's spy chief.
The intelligence documents were left behind when Tripoli fell to the rebels. They show a close working relationship between the Central Intelligence Agency and Muammar Qaddafi's intelligence service.
The CIA declined to comment on the documents. But it did say the U.S. works with foreign governments in an effort to fight terrorism.
"It can't come as a surprise that the Central Intelligence Agency works with foreign governments to help protect our country from terrorism and other deadly threats," CIA spokeswoman Jennifer Youngblood told the Associated Press. "That is exactly what we are expected to do."

One dead in lab explosion on Willow Road Twenty-three evacuated from Membrane Technology
One person was killed and another injured in an explosion at Membrane Technology & Research Inc. at 1360 Willow Road in Menlo Park on Friday afternoon, fire officials said.
Fire Chief Harold Schapelhouman of the Menlo Park Fire Protection District said that at the time of the explosion, a scientist in a lab at the research and development company was preparing a pre-gas mixture involving methane, helium, and nitrogen.
A woman standing near the door of the lab was thrown clear and survived with only some damage to her eardrum.
