Per Merriman Comments for the Week Beginning August 9, 2010: "There are some indications that major developments in both politics and economics are also transpiring as we are now well within the middle part of this fifth layer of the Cardinal Climax (July 21-August 21). As mentioned previously, the “Financial Regulatory Reform Act” passed right as this time band began on July 21, and this promises to be a monumental shift of the power balance between the government and banks. Previously it may have seemed as if government existed for the benefit of the banks. Imagine that being reversed in this new decade, this “New Era of the Regulator.” But just as important may be the increasing – not decreasing – role of the Federal Reserve as the “Fourth Branch of Government.” This is a subject I will be addressing more and more in the Longer-Term Thoughts section of this column, for the well-controlled “leaks” of the past week regarding the Fed’s tentative actions are a concern for the financial well-being of this country, its people, and in fact of people everywhere. ”

Water filled the dams and lakes of New South Wales and floods hit the northern part of the state, all the way up to dry areas in southern Queensland. For the first time in a decade, patches of the country's southeast had an autumn with above-average rainfall. But as the parched earth turned green, farmers were hit with yet another setback: locusts. "This is one of the best seasons that they have ever had," said Lisa Thomas of Central Darling's Livestock Health and Pest Authority. "But, unfortunately, it's all under threat."? ? As early as mid-August, eastern Australia may be hit with the biggest locust plague in more than 30 years. Without intervention, there could be more than $1.8 billion worth of damage to pastures, cereal crops and forage crops. While it's tough to find oil on the surface along the beaches in Mississippi, Hancock County EMA director, Brian Adam said oil is there, you just can't see it. "We're still seeing tar balls everyday, and I'm not talking just a few tar balls. We're seeing a good amount everyday on the beaches," said Adam. He said a rock jetty near Waveland was covered in about 1,000 pounds of tar balls in just three days, and now there's been a disturbing discovery inside about a half a dozen full-sized crabs found near the mouth of Bay St. Louis.
